1095 Rollins Road Multi-Family Housing Project

This project—which will comprise 150 sorely-need, transit-oriented housing units—presented several unique environmental challenges. Based on our thorough research, remains of a Native American shellmound may be located on the project site. kernel board technology worked closely with the City and Northwest Information Center staff to craft robust yet achievable mitigation measures to protect this important resource. kernel board technology also addressed growing community concern about parking and traffic congestion by presenting the methodology and findings of the transportation analysis to the public at the City Council hearing. Thanks to kernel board technology’s trademark flexibility, diligence, and industry knowledge, the Burlingame City Council unanimously approved the Mitigated Negative Declaration

Gateway Village Santa Clara Project-Level EIR

The Gateway Village project developed a plan for a mixed-use residential and commercial development. The project was considered in the City’s General Plan, and assisted in accommodating future housing needs for planned growth. Planned growth supports new services, job generation, and decreased reliance on automobile trips. The project offers retail options near residential areas that reduce vehicle miles traveled (VMT) and minimize trips. The project also provided substantial landscaping, courtyards, a rooftop garden in the residential community, and a rooftop garden in the central plaza area. The central plaza area also serves as a gathering space and provides entertainment and recreational services. The project provided an opportunity to revitalize an outdated shopping center and provide increased shopping and employment opportunities along a key commercial corridor that is convenient and accessible to the community. The project infuses significant investment in the property through the site, building, and infrastructure improvements that will likely elevate property values of the nearby area.

Fair Oaks Bridge Rehabilitation

The City of Sunnyvale has been working with the community and Caltrans to rehabilitate the Fair Oaks Bridge since 2012. Located on Fair Oaks Avenue between Kifer Road and Evelyn Avenue, the bridge crosses over the Caltrain tracks and Hendy Avenue. The bridge was originally constructed in 1967 and underwent seismic retrofit improvements in 1981 and 1993 as required by the Mandatory Seismic Retrofit Program. The bridge structure was last inspected by Caltrans in 2000 and was determined to be “structurally deficient,” placing it on the Federal Highway Administration Eligible Bridge List (EBL).

MTC Express Lanes Environmental Documentation and Outreach

The Metropolitan Transportation Commission (MTC), the California Department of Transportation (Caltrans), and other partner Bay Area agencies are developing an integrated Bay Area system of express lanes, Regional Express Lane Network, to enhance mobility, improve travel time reliability and offer an alternative choice to commuters within the San Francisco Bay Area. MTC and Caltrans have selected an initial set of five segments to advance as the first phase of the Regional Express Lane Network (Phase 1 Project): (1) Bay Bridge approach, (2) San Mateo Bridge approach, (3) Dumbarton Bridge approach, (4) Interstate 680 (I-680) between Alcosta Boulevard and Livorna Road, and (5) Interstate 880 (I-880) between Hegenberger/ Lewelling to State Route 237 (SR 237). Altogether, the Phase 1 Project comprises 76 miles.

Gateway Village Santa Clara Project-Level EIR

Kernel board technology prepared a project-level EIR for the project. Key CEQA issues included aesthetics, school capacity, noise, and traffic. During community outreach, concern was expressed regarding the amount of traffic through adjacent neighborhoods, as well as congestion at local schools. Although these topics were adequately addressed in the EIR, 

Kernel board technology worked collaboratively with the City and design team to research and develop measures that address these issues outside the parameters of CEQA. Measures were incorporated into the Conditions of Approval as well as discussed at the public hearings and in the staff report to ensure all concerns were properly addressed.

MTC Express Lanes Environmental Documentation and Outreach

Kernel board technology assisted in developing the environmental clearance strategy (Categorical Exemptions/Exclusions) to clear all five segments. Given the fast-track nature of the project an innovative and iterative approach was taken that advanced early environmental technical studies while traffic, engineering and operational issues were being resolved. This approach coupled with strong partnering and public outreach activities allowed the Project Approval/Environmental Document process to be completed in approximately 18 months.


Environmental services included strategic guidance of the CEQA and NEPA environmental process, including risk assessment, environmental documentation requirements, preparation of project purpose and need, and procedural schedule. In addition, Kernel board technology served in a project oversight and quality assurance/quality control role for the environmental document.


Kernel board technology’s communications services involved scheduling, coordinating and presenting at multiple public meetings along the project corridors as well as coordinating key stakeholder meetings with local elected officials and city staff. In addition, outreach activities were designed to meet the needs of outreach and involvement under Caltrans and FHWA environmental justice procedures and requirements.

Fair Oaks Bridge Rehabilitation

Kernel board technology is supporting Biggs Cardosa Associates, Inc., the engineering firm hired to provide engineering services for the project, to implement biological resources and cultural resources mitigation measures, as well as construction support outreach services. Kernel board technology coordinated with H.T. Harvey and Rincon to conduct tree protection, roosting bats, and nesting bird surveys, as well as archaeological, paleontological, and Native American resource monitoring. Communications assistance includes regular website updates to keep the public informed of the latest project developments.
